The trend to increases car rental taxes in the U.S. found opposition in Florida recently when the Coalition Against Discriminatory Car Rental Excise Taxes said it would not support a doubling of taxes on every hire car from $2 to $4 a day. The 100% increase has been suggested as a way to fund local mass transit systems in the Florida area. Vice president for the car hire firm Enterprise, who own National, Enterprise and Alamo Rent A Car, Jay Ryan said that it was perhaps unfair for the government to impose a tax on car hire companies to fund a transport system that would benefit everyone. Supporters of the increase in tax say that it will affect those visiting the Florida area from other states and abroad. Those who oppose the tax point out that over half of the people who rent a hire car do so within Florida when their own vehicle is being repaired or because they need a larger vehicle for a weekend break.

The National Consumers League has said that taxes on car rental are often regressive. Its research shows that car hire customers are often in the low wage bracket and that taxes supposed to hit those who are travelling to Florida from abroad are more likely to hit low wage earners at home. The Philadelphia Daily News recently carried an article which agreed with this standpoint by saying that car rental excise taxes were by their very nature discriminatory. It went on to point out that the people who suffer are the tax payers who will never even see the projects they are paying for.
