It now seems that Phoenix has proposed a $250,000 settlement to the family of a New York City woman who accidentally strangled herself while in police custody almost two years ago in the Phoenix Sky Harbor International Airport. The Phoenix Police Department said that its officers acted properly and did acknowledge that the offer was just a fraction of the original $8 million that was sought after by the family.
The City officials did make note that no taxpayer money would be used to pay off the settlement. However, this is a settlement that still has to be approved by a New York court. The girl who died, Carol Gotbaum, age 45, was the step-daughter-in-law of outgoing New York City Public Advocate Betsy Gotbaum.
The authorities say that Carol Gotbaum was intoxicated and unruly after missing her connecting flight. She was reportedly heading to a substance abuse rehabilitation clinic in Tucson. After a gate agent told her that she was not allowed to use another passenger’s boarding pass to get on the flight, she reportedly threw her cell phone and ran through the airport screaming that she was not a terrorist.
The Police confronted, arrested and put Carol Gotbaum in a holding cell. It was in that cell where she was later found dead. Reports show that Carol accidentally asphyxiated herself after being chained to a bench in a police holding room. The courts ruled that Carol, who was taking antidepressants, accidentally strangled herself in her shackles. The police were not aware that she was suffering from alcoholism and depression.
